Kid Sally Palumbo is an ambitious but spectacularly inept young mobster who has grown tired of taking orders from the powerful and ageing Mafia boss Baccala. Convinced that he deserves a bigger piece of the action, Sally begins plotting his way to the top — encouraged by his formidable mother, Big Momma, who believes her son should overthrow the old guard and take control himself.
When Sally is given responsibility for a six-day bicycle race, he sees the event as the perfect opportunity to make some serious money. Among the Italian cyclists arriving in New York is Mario Trantino, a charming young opportunist with a talent for theft, deception and getting himself into trouble. When the race falls apart, Mario decides to remain in New York and launches a succession of outrageous scams — including masquerading as a priest.
Meanwhile, Sally's attempts to eliminate his rivals become increasingly disastrous. Assassination plots go spectacularly wrong, his hopeless gang creates more problems than it solves, and the escalating chaos soon attracts the attention of the police.
