Naïve teenager Carol Henderson (Linda Blair) finds herself sentenced to eighteen months in a brutal California women's prison after accidentally causing a man's death. Thrust into a world of corruption, violence and intimidation, Carol soon discovers that survival behind bars is far more dangerous than she ever imagined.

The prison is ruled by the ruthless Warden Backman (John Vernon) and his corrupt staff, who manipulate rival inmate factions for their own gain. Tensions run high between the prison's competing groups, led by the tough and ambitious Ericka (Sybil Danning) and the powerful Duchess (Tamara Dobson), while abuse of power and exploitation become part of everyday life.

As conditions inside the prison continue to deteriorate, the inmates begin to realise that their real enemy is not each other, but the corrupt system that controls them. Forced to put aside their differences, the women unite in a desperate struggle against oppression, leading to an explosive confrontation that threatens to bring the entire prison to its knees.
