When a heavily armed gang of mercenaries seizes two North Sea oil platforms and rigs them with powerful explosives, the British Government faces an impossible choice—pay a £25 million ransom or risk a disaster that could claim hundreds of lives.

Their only hope is the brilliant but highly unconventional counter-terrorism expert Rufus Excalibur ffolkes (Roger Moore), an eccentric master strategist whose unorthodox methods are matched only by his determination. As the clock ticks down, ffolkes devises a daring assault to infiltrate the hijacked vessel, outwit the ruthless terrorist leader Lou Kramer (Anthony Perkins) and prevent a devastating explosion.
