In a crime-ridden city dominated by ruthless mobsters, legendary detective Dick Tracy is determined to bring down the flamboyant and vicious crime boss Big Boy Caprice and his bizarre collection of henchmen.

While Tracy wages war against the underworld, his personal life becomes increasingly complicated. His loyal girlfriend Tess Trueheart wants a future with him, while seductive nightclub singer Breathless Mahoney has plans of her own. Meanwhile, Tracy takes a streetwise orphan known as The Kid under his wing.

When the mysterious faceless criminal known as The Blank enters the battle, Tracy finds himself caught in an increasingly dangerous web of murder, corruption and betrayal. With Big Boy tightening his grip on the city, Tracy must use all his courage and detective skills to stop him.
