An underwater world... an army of human monsters... and a madman determined to conquer the Earth!

When a mysterious creature disrupts a U.S. Navy torpedo test, investigative reporter Ken Abe and photographer Jenny Gleason set out to uncover the truth. Their search leads them to a terrifying secret hidden deep beneath the ocean—a vast underwater fortress ruled by the brilliant but deranged Professor Moore.

Within the hidden base, Moore has created an army of terrifying Water Cyborgs—humans transformed into obedient fish-like soldiers through a horrifying scientific process. With plans to unleash his underwater army and force the world into submission, only Ken and Jenny stand between Moore and global domination.

As a U.S. Navy submarine discovers the secret base, an explosive underwater battle erupts with torpedoes, missiles and deadly sea creatures.
